The Land Bank itself has no Eminent Domain power. City Council continues to have the power of Public Use to seize and sell real estate, and sell to the Land Bank for $1 to pass onto other private owners.
The Land Bank has the power of Public Purpose. It can purchase land already for sale if the full asking price is paid.
The land bank urban renewal scheme was presented to City Council on Nov. 20, 2017.
